Those with leadership qualities make things happen and don't wait for things to happen.
One of the first signs of leadership is the ability to take initiative and get others to join the initiative with a sense of shared ownership to make it a collective enterprise.
This ability to make things happen requires an internal sense of confidence and conviction and also ability to take risk.
Whenever you suggest a new thing or bold initiatives, many will be skeptical. Many will be critical. Many will try to undermine while smiling at you. Many will oppose. And those without leadership qualities will chicken out as they are risk averse and conformist in their thinking and action.
However, those with leadership qualities will indeed take the initiative forward, despite all skepticism, difficulties and they win over people across the divide and often they who were initially critical or skeptical will also join the cause.
If one does not have the basic ability to take initiative and make things happen with the support of people, that person may have relatively less leadership qualities.
Most of the people are trained to be 'task-driven'. So if you give them a clear 'task' they will do it very well. There are many people who work within in the dotted lines of their 'job-descriptions' and don't take any initiative that will take their time or efforts.
To take any new initiative, one has to go an extra-mile. Taking initiative also means a courage of conviction to make it happen. And an ability to convince people why such an initiative is important and how it can make a difference to the society or organisation.
For those who make things happen, it is important to be passionate. But passion itself will not deliver. We need people to take up different tasks that will contribute to the initiative.
We need careful planning, resource and follow up. So to make things happen one also has to be realistic and practical as well. And important aspect of making things happen is to do a clear risk assessments and also ensure there is a plan B and Plan C.
Because, due to various reasons , there could be always be challenges and difficulties where the original plan A will fail at the last minute and without a plan B and Plan C, one may not able to deal with unforeseen risks and challenges.
Those who want to make things happen should be open to learning and also an ability to be flexible to quickly adapt to a situation.
