People's Civil Servant

People's officer and a real civil servant PH Kurian is known for his integrity, imagination and initiatives. He retired today as the Additional Chief Secretary of Kerala. I met him ten days ago , just before I left Kerala ,to wish him all the best.
PH Kurian is one of the best civil servants I have come across. He is committed, honest, and blunt. He acts fast and talk-straight. A very interesting mix of a down to earth person,- and sharp officer with depth of experience andknowledge. His work in Orissa- Kalhandi is well know. He talks Oriya like a native speaker . He also took deputation and worked with UNICEF. In fact he could have been very well in the UN System, though he preferred to work on the ground. He is a doer- and I have seen his talking straight to the former CM without fear or favour. There are many things we share- including the tendency to do straight talk without fear or favour. I consider him as a good friend - and he came and spent time during the National Capacity Development Programme at Bodhigram and he was such a hit. We will miss him in the government. Because, it is people like Kurian sir who made a difference in all governments with deep social commitment, professionalism and integrity. In fact such true civil servants make government work as they are deeply committed to democratic values and people too. Wish him all the best and hope to see him more without the paraphernalia of the government.

Bangkok Smog

Bangok Smog has become a preoccupation due to the unprecedented air pollution and one can feel it . So those who plan to travel this side , postpone the travel till the quality of air become better . In case you have to be here , reduce the exposure or use a good mask.
Last one week I avoided going out unless it is absolute necessary . Smog needs to be added to the list of disasters .There is so much smog fear and one can certainly fell the uneasiness due to airppollution . I have avoided masks so far as I reduced my time outside . Hopefully by the time I come back to city , it will become better .

Dying languages

Dying languages . What happens when a language dies.?This was one of my areas of intense research interest when once up on a time I was doing research in sociolinguistics of North East India and specifically dong ethnography of language use in Mizoram .Today while listening to an excellent presentation by Prof Anvita Abbi who did pioneering research on languages of Andaman , it once again evoked nostalgia about an academic phase for around 7 years that ignited a passion to understand the depth and breadth of how language and memories shape human mind, cognition , communication and how meanings , words and the way we communicate are intrinsically linked human habitat and environment and how all these make a web of collective perception called words and worlds within us and beyond us. Worth listening .

.പണ്ട് പതിനഞ്ചു ലക്ഷം എല്ലാവര്ക്കും .എല്ലാവർഷവും ഓരോ കോടി ജോലിയും തരാമെന്ന് പറഞ്ഞു കയറിയത് .ഇപ്പോൾ വേറെ ഉഡായിപ്പുമായി ഇറങ്ങിയിരിക്കുന്നു .കഴിഞ്ഞ നാല് കൊല്ലവും ലോകം കറങ്ങി സെൽഫി എടുത്തു മൻകി ബാത്‌ മോനലോഗ്‌ പറഞ്ഞതല്ലാതെ എന്ത് കുന്തമാണ് ഈ സാറുമാർ ചെയ്തത് .എന്ത് തരികിട കാണിച്ചും ആള്ക്കാരെ അങ്ങനെ പറ്റിക്കുവാൻ സാധിക്കുമോ . You can fool some people for sometimes . But not all the people all the times .

Constitution Hill Museum ,Joburg. Constitution Hill is a living museum that tells the story of South Africa’s journey to democracy. The site is a former prison and military fort that bears testament to South Africa’s turbulent past and, today, is home to the country’s Constitutional Court, which endorses the rights of all citizens.
There is perhaps no other site of incarceration in South Africa that imprisoned the sheer number of world-renowned men and women as those held within the walls of Constitution Hill’s Old Fort, Women's Jail and Number Four. Nelson Mandela. Mahatma Gandhi. Joe Slovo. Albertina Sisulu. Winnie Madikizela-Mandela. Fatima Meer. They all served time here. But the precinct also confined tens of thousands of ordinary people during its 100-year history: men and women of all races, creeds, ages and political agendas; children too; the everyman and the elite. In this way, the history of every South African lives here.

NCAS@25. Thank you very much all the civic leaders, youth leaders and public intellectuals participated in the evening dialogue on democracy, dignity and development in New Delhi. This is the beginning of NCAS Dialogues on Democracy and dignity across the country. Notes and votes : Who fund the elections in India ?


What is the biggest challenge for democracy and democratic elections? The big elephant in the room. ? It is the fact only the rich people or rich parties or those who are sponsored by them can contest and win an election. Almost all party sponsored candidates spent at an average of ten to twenty times more that limit prescribed by the election.
When it comes to transparency and accountability of funding, all political parties fudged. And most of them are hardly transparent about the source of funding. There is no transparent budgets nor shared on their websites.
According to a report released on January 23 by the Association for Democratic Reforms, for the six national parties, excluding the Communist Party of India (Marxist), 53% of funding or Rs 689.44 crore was from unknown sources in 2017-’18. Known donors contributed Rs 467.13 crore or 36% of party income. The rest 11% came from other known sources such as sale of assets or membership fees. ADR also analysed donations above Rs 20,000 for national parties in its report. In this, the Bharatiya Janata Party garnered an incredible 93% share or Rs 437.04 crore in 2017-’18. The Congress came a distant second with Rs 26.66 crore or 5.67% of the total known donations to national parties.
To credibly contest a parliament election, candidate or their parties or both together spend between one to three million USD or 6 crore to twenty crore. And then the huge expenses for political parties and their leaders to organize advertising, big rallies and charted planes. There are 542 parliament seats.. If we calculate all of this at an average Rs 60 to 70 croe or around 10 million USD per seat is spent. This means around 5500 million USD. It will be around a whopping 40 thousand crores. Where does the money come from? Only a minuscule percent of this money come from ordinary citizens. Till the 1990s a major chunk was raised locally and to a large extent from the public. Now the situation dramatically changed.
1) The mother of all corruption in India is that the rich and powerful hijacked the elections. A large chunk of money in circulation during the elections seem to be black money, amassed through corruption.
2)And it is a well known fact the big corporate crony capitalists fund election of those parties likely to win. They get return on their investment through contract of huge projects, tax rebates, favorable policies and unbridled bank loans.
3)Then there are binami companies and investments by political leaders that they harvest during elections.. Most of the successful political leaders got one or two money bag sponsors. Hence money, media and muscle began to dominate elections in India and money control media and muscle.
This is the real tragedy of elections.. It is very difficult for an ordinary citizen to contest election without the support of a rich party or a rich sponsor.
How democratic is our democratic elections where money and the rich call the shots and elections are reduced to brand marketing along with false promises, by the rich, for the rich and of the rich. When notes begin to dominate votes, democracy lose its currency.
